Daily Incident Report for Tuesday, September 2, 2014

**UPDATE**

 

Aggravated Sexual Battery *ARREST – On August 30th, officers located and arrested the suspect involved in the sexual assault which occurred in the 14600 block of Lee Hwy near the Gainesville Square Shopping Center in Gainesville on August 27th. Detectives received information that the suspect was possibly in the area of Lomond Dr and Sudley Rd. Officers checked the area and eventually located the suspect at an area restaurant where he was arrested without incident.

Arrested on August 30th:

Juan Carlos LOPEZ-RAMIREZ, 23, of 7622 Old Linton Hall Rd in Manassas

Charged with aggravated sexual battery and abduction with intent to defile

Court Date: pending | Bond: held WITHOUT bond

 

Sexual Assault [Previously Released] – On August 27th at 10:02PM, officers responded to the 14600 block of Lee Hwy near the Gainesville Square Shopping Center in Gainesville (20155) to investigate a sexual assault.  The victim, a 19 year old female, reported to police that she was walking in the above area when she was approached from behind by an unknown man. During the encounter, the man pushed the victim down an embankment and sexually assaulted her.  The victim was able to break free of the suspect and climbed out of the embankment.  A citizen came to her aide as the suspect ran into the wooded area near Lee Hwy just south of Webb Dr. Prior to the offense he was seen riding a bike in the area.  No weapon was displayed during the incident. The suspect may have sustained injuries to his face, shoulder and hands during the struggle. On August 28th, detectives from the Special Victims Unit were able to identify the suspect as Juan Carlos LOPEZ-RAMIREZ. Following the investigation, detectives obtained warrants against the suspect.

 

**INCIDENTS**

 

Malicious Wounding | Strangulation – On August 28th at 6:00PM, officers responded to investigate an assault which was reported to have occurred in the 12100 block of Livingston Rd in Manassas (20109) around 10:45AM. The victim, a 35 year old man of Warrenton, reported to police that he and the accused, a coworker, were involved in a verbal altercation which escalated. During the encounter, the accused pushed the accused off of an elevated platform onto the ground. Once on the ground, the accused proceeded to choke the victim. The victim was treated for his injuries at an area hospital. The accused fled the area. Following the investigation, officers obtained warrants against the accused.

David Nicholas RHODES, 30, of 13926 Mattapony Dr in Woodbridge

Described as white male, 6’0”, 170lbs with a medium build, short black hair and blue eyes

Wanted for malicious wounding and strangulation

 

Malicious Wounding – On August 30th at 9:43AM, officers responded to the 13900 block of Jefferson Davis Hwy in Woodbridge (22191) to investigate a fight. While officers were on scene investigating the fight, a victim, identified as a 26 year old man of Woodbridge, walked into an area hospital with a stab wound to the upper body. The victim was flown to area hospital for further treatment. The victim’s injury is believed to be non-life threatening. The investigation revealed that the victim was possibly involved in the initial fight reported in the area above. The investigation continues.

 

Armed Robbery – On September 1st at 9:48AM, officers responded to Metro PCS located at 8369 Sudley Rd in Manassas (20109) to investigate a robbery. An employee reported to police that an unknown man entered the business and approached the counter. Once at the counter, the suspect displayed a handgun and demanded money. The suspect took an undisclosed amount of U.S. Currency before fleeing on foot. No injuries were reported.

Suspect Description:

Hispanic male, unknown age, 6’0”, 140lbs with a thin build

Last seen wearing a gray hat, black sunglasses, blue bandana covering his face, black long sleeve shirt, black pants and shoes

 

Indecent Exposure – On August 29th at 11:00AM, officers responded to investigate an indecent exposure which was reported to have occurred at the Harris Teeter located at 12745 Galveston Ct in Manassas (20112) on August 26th around 6:30PM. The victim, a 53 year old woman of Woodbridge, reported to police that she was inside the store when she encountered an unknown man down one of the isles. During the encounter, the man lowered his pants and exposed himself to the victim. The description of the suspect provided by this victim matches the description of a similar incident reported at the Barnes and Noble on August 24th.

Suspect Description:

White male, between 50 & 60 years of age, 5’10”, 160lbs with a medium build and gray hair

Last seen wearing a tan hat, white t-shirt and black pants

 

Indecent Exposure [Previously Released] – On August 26th at 2:30PM, officers responded to Barnes and Noble located at 8117 Sudley Rd in Manassas (20109) to investigate an indecent exposure.  Employees reported to police that an unknown man came into the store on Sunday, August 24th at around 3:40PM. The suspect reportedly went to the children’s section of the store where he sat down with a large book in his lap and exposed himself several times.  An employee asked the man to relocate and he left the store.

Suspect Description:

White male, between 50 & 60 years of age, 5’10”, 160lbs with a thin build and gray hair

 

Commercial Burglary – On September 1st at 8:33PM, officers responded to National Tire & Battery located at 14500 block of Telegraph Rd in Woodbridge (22193) to investigate an alarm activation. Officers arrived at the business and discovered an unsecure rear door. There were no signs of forced entry. A police K-9 was used to search the business. No suspect(s) was located. An undisclosed amount of U.S. Currency was reported missing.

 

Residential Burglary – On August 31st at 10:38PM, officers responded to a residence located in the 12900 block of Brigstock Ct in Bristow (20136) to investigate a burglary. The homeowner reported to police that the burglary occurred between 2:30PM on July 26th and 10:15PM on August 31st. The investigation revealed that entry was made into home through a basement level window which was forced open. Jewelry, valued around $2,700, and an undisclosed amount of U.S. Currency were reported missing.

 

Residential Burglary – On August 30th at 11:53AM, officers responded to a residence located in the 13400 block of Cunard Ct in Bristow (20136) to investigate a burglary. The homeowner reported to police that the burglary occurred between 6:00AM on August 23rd and 11:00AM on August 30th. The investigation revealed that entry was made into home through a basement level window. Jewelry, valued around $1,700 was reported missing. 

 

Residential Burglary – On August 28th at 5:55AM, officers responded to a residence located in the 11500 block of Hill Meade Ln in Woodbridge (22192) to investigate a burglary. The homeowner reported to police that an unknown noise was heard coming from a lower level sliding glass door. Upon checking the home, the homeowner observed an unknown man was walking up the stairs. The homeowner immediately called police and the suspect fled. No property was reported missing. There were no signs of forced entry into the home. A police K-9 was used to search for the suspect.

Suspect Description:

Black male, unknown age, 5’10”, 150-170lbs with a medium build and short black hair

Last seen wearing a white t-shirt – no further description

 

Attempted Residential Burglary – On August 26th at 8:53AM, officers responded to a residence located in the 4700 block of Still Pl in Woodbridge (22193) to investigate a burglary in progress. The homeowner reported to police that an unknown man attempted to enter the home through a front door. The suspect fled on foot prior to officers arriving at the residence. No entry was made into the home and no property was reported missing.

Suspect Description:

Black male, unknown age, 6’0” with a medium build, dark complexion and a black ponytail

**ARRESTS**

 

Rape | Abduction with Intent to Defile – On August 30th, detectives from the Special Victims Unit responded to investigate a sexual assault which was reported to have occurred at a residence located in the 2200 block of Fort Pickens Ct in Triangle (22172) on August 28th. The victim, a 31 year old woman of Triangle, reported to police that she and the accused, a known acquaintance, were involved in a verbal altercation which escalated. During the encounter, the accused forced the victim to a bedroom where he displayed a handgun and raped her. Following the investigation, detectives obtained warrants against the accused who was eventually located and arrested without further incident.

Arrested on August 30th:

Bobby Dwayne THOMPSON, 31, of the 2200 block of Fort Pickens Ct in Triangle

Charged with rape, abduction with intent to defile and use of a firearm in commission of a felony

Court date: pending | Bond: held WITHOUT bond

 

Aggravated Sexual Battery – On July 1st, detectives from the Special Victims Unit responded to investigate a sexual assault which was reported to have occurred at a residence located in the 8300 block of Wallace Dr in Manassas (20109). The investigation revealed that the victim, an 11 year old girl, was sexually assaulted by the accused, a known acquaintance in June of 2014. The victim disclosed the incident to a family member who then contacted police. Following the investigation, the accused was arrested August 27th.

Arrested on August 27th:

Sabyasachi DUTTA, 43, of the 8300 block of Wallace Dr in Manassas

Charged with aggravated sexual battery

Court date: pending | Bond: held WITHOUT bond

 

Felony Child Neglect | Driving under the Influence – On August 31st at 8:05PM, officers stopped a vehicle in the area of Notes Dr and Balls Ford Rd in Manassas (20109). During the encounter officers identified the driver as the accused and determined he was under the influence. As a result, the accused was arrested. At the time of the traffic stop, four children between 13 months and 13 years of age were located in the vehicle. The children were unharmed and released to a guardian.

Arrested on August 31st:

Ervin Antonio REVOLORIO-ESTRADA, 32, of 7440 Willoughby Way, Apt #304 in Manassas

Charged with 4 counts of felony child neglect, 1 count of driving under the influence and 1 count of driving without a license

Court date: pending | Bond: $3,000 secured

 

Attempted Abduction – On August 31st at 6:41PM, officers responded to the 1400 block of Geraldine Ct in Woodbridge (22193) to investigate an attempted abduction. The investigation revealed that the accused approached a group of children playing in the above area. During the encounter, the accused picked up on of the children, a 2 year old girl, and attempted to walk away. The victim’s older brother approached the accused and was able to get the victim away from the man. A witness followed the accused and contacted police. Officers detained the accused on Golden Ct and determined he was intoxicated. No injuries were reported. Following the investigation, the accused was arrested.

Patrick Francis ROONEY, 26, of 2604 Duxbury Ct in Woodbridge

Charged with attempted abduction

Assault & Battery on a Law Enforcement Officer [LEO] – On September 2nd at 12:11AM, officers responded to the area of Springwoods Dr and Chaucer Ln in Woodbridge (22192) to investigate a domestic incident. During the encounter, officers located one of the parties involved and identified her as the accused. Officers further determined that the accused was intoxicated. Officers attempted to detain the accused who actively resisted. At one point, the accused kicked an officer multiple times in the leg. Once at a police cruiser, the accused continued to kick, striking the cruiser and damaging the rear quarter panel. Following a brief struggle, the accused was detained without further incident. No injuries were reported.

Elena MASLYUKOVA, 41, of 3814 Koval Ln in Woodbridge

Court date: October 15, 2014 | Bond: $10,000 secured

 

Assault & Battery on a Law Enforcement Officer [LEO] – On August 31st at 8:01PM, officers stopped a vehicle in the area of Coverstone Dr and Sudley Rd in Manassas (20109) for a traffic violation. During the encounter, officers identified the driver as the accused and determined he was under the influence. Officers searched the vehicle and located drug paraphernalia. As a result, the accused was arrested. While officers were transporting the accused, he became disorderly and spat at both officers. Following the encounter, additional charges were obtained against the accused.

Arrested on August 31st:

Bradford John JORDAN, 31, of 4735 Great Heron Cir in Fairfax

Charged with 2 counts of assault & battery on a LEO, 1 count of driving under the influence, 1 count of refusal to submit to a blood test and 1 count of possession of controlled paraphernalia

Court date: pending | Bond: $10,000 secured

 

Assault & Battery on a Law Enforcement Officer [LEO] – On August 31st at 11:16AM, officers responded to a residence located in the 14600 block of Cloyd Way in Woodbridge (22193) to serve paperwork on the accused. During the encounter, officers attempted to detain the accused who actively resisted. While being placed in a police cruiser, the accused struck an officer and attempted to flee on foot. The accused was quickly detained without further incident. No injuries were reported.

Keith Kevin WILLIAMS II, 34, of 14699 Cloyd Way in Woodbridge

Charged with assault & battery on a LEO and resisting arrest

Court date: October 20, 2014 | Bond: held WITHOUT bond
