Prince William County Police Report – Tuesday, March 18, 2014

Rape | Burglary with Intent to Defile *ARREST – On March 14th, detectives from the Special Victims Unit were able to identify the suspect involved in the sexual assault which occurred at a residence located in the 7500 block of Prince Cole Ct in Manassas on March 9th. Detectives located surveillance footage which showed a possible suspect walking in the area at the time of the offense. After an extensive investigation and numerous canvasses in the neighborhood, detectives were able to identify the suspect as Jose RUIZ of Manassas. Following the investigation, detectives obtained warrants against RUIZ in connection to the incident. After a search, RUIZ was located and arrested on March 14th in the area of Keara Ct in Manassas by a police K-9 and patrol officers with the Prince William County Police Department. The U.S. Marshals’ Fugitive Task Force also assisted in the investigation.

Rape | Residential Burglary [Previously Released] – On March 9th at 4:41AM, officers responded to an apartment located in the 7500 block of Prince Cole Ct in Manassas (20111) to investigate a sexual assault. The victim, a 40 year old woman of Manassas, reported to police that while she was sleeping, an unknown man got into her bed and sexually assaulted her. The victim initially thought the suspect was her husband but then realized the suspect was a stranger. The suspect appeared to have entered the home through an unsecured door. The suspect fled the area prior to officers arriving at the residence. No description of the suspect was provided to police due to the room being dark at the time of the offense. The investigation continues.

 

Bank Robbery *ARRESTS – On March 14th, detectives from the Robbery Unit were able to identify the suspect involved in the robbery which occurred at the Carter Bank & Trust located at 12912 Fitzwater Dr in Nokesville on March 6th. An anonymous tip was received through Crime Solvers which identified the suspect as Michael JERMAN of Manassas. Upon further investigation, detectives were also able to identify the owner of the truck used in the robbery as Regina RINKER, girlfriend of the JERMAN suspect. On March 14th, the JERMAN suspect was located and arrested without incident by members of the Street Crimes Unit in Manassas. Detectives also discovered that RINKER was involved in the robbery as well. Following the investigation, a warrant was also obtained in connection to RINKER’s involvement in the incident. She was subsequently arrested by the Warren County Sheriff’s Office and is currently awaiting extradition back to Prince William County.

Bank Robbery [Previously Released] – On March 6th at 11:18AM, officers responded to the Carter Bank & Trust located at 12912 Fitzwater Dr in Nokesville (20181) to investigate a robbery. Employees reported to police that an unknown man entered the bank and approached the teller counter. Once at the counter, the man passed a note demanding money and implying a weapon. The man fled the bank with an undisclosed amount of U.S. Currency. No injuries were reported and no weapon was seen. The suspect was last seen fleeing the bank on foot. A police K-9 was used to search for the suspect. Detectives from the Robbery Unit were able to determine that the suspect involved in the robbery of ran to a vehicle which was parked in a nearby business parking lot and fled the scene immediately after robbing the bank. Surveillance images from that business were obtained showing the vehicle.

 

Narcotics Investigation *ADDITIONAL ARREST – On January 28th, detectives from the Street Crimes Unit concluded the following narcotics investigation involving Marijuana. As a result of the investigation the following arrest was made without incident. Due to an ongoing investigation the following arrest information was previously withheld.

Arrested on January 28th:

Rimsey Jude BALTHAZAR, 25, of 16318 Taconic Cl in Dumfries

Charged with possession with intent to distribute marijuana

Court date: April 11, 2014 l Bond: $5,000 secured [at the time of arrest]

 

Narcotics Investigation [Previously Released] – On January 28th, detectives from the Street Crimes Unit concluded a narcotics investigation involving marijuana.  As a result of the investigation two search warrants were obtained and executed in the 14400 block of Falmouth Ct and the 4600 block of Charlton Ct, both in Woodbridge (22193).  As a result of the investigation marijuana, firearms and other evidence were recovered.  The following arrests were also made without incident.

 

**INCIDENTS**

 

Strangulation l Abduction – On March 16th at 10:01PM, officers responded to a residence located in the 12500 block of Plymouth Ct in Woodbridge (22192) to investigate a report of threatening phone calls. The victim, a 19 year old woman of Woodbridge, reported to police that she and the accused, a known acquaintance, were involved in a verbal altercation which escalated. During the encounter, the accused displayed a knife and pushed the victim into a room of the residence. While inside the room, the accused choked the victim and refused to let her leave. A female acquaintance of the victim, also present in the residence at the time of the altercation, attempted to intervene. At that point, the victim was able to escape to another room. The victim was ultimately able to contact police when the accused fled from the residence. No injuries were reported. Following the investigation, officers obtained warrants for the accused. Attempts to locate the accused have been unsuccessful.

Bernaldo Islander MALDONADO-GIRON, 19, of 12517 Plymouth Ct in Woodbridge

Described as white male, 5’6”, 150lbs with medium build, black hair, brown eyes

Wanted for strangulation, abduction, preventing a call to 9-1-1, and threatening phone calls

 

Malicious Wounding – On March 16th at 11:57PM, officers responded to the 1200 block of Hale Ct in Woodbridge (22191) to investigate an assault. The victim, a 30 year old woman of Stafford, reported to police that she was delivering a pizza to an address in the above area and was approached by two unknown males with baseball bats. During the encounter, the suspects assaulted the victim. The men made no attempt to relieve the victim of cash or personal items prior to fleeing from the area on foot.  A police K-9 was used to search for suspects. Attempts to locate the suspects were unsuccessful. The victim was treated at an area hospital for significant, but non-life threatening injuries.  The investigation continues.

Residential Burglary – On March 14th at 8:52PM, officers responded to a residence located in the 13100 block of Rock Ridge Pl in Woodbridge (22191) to investigate a burglary. The homeowner reported to police that the burglary occurred between 3:00PM and 8:40PM. There were no signs of forced entry in the residence. Entry is believed to have been made through a secured door, possibly with a key.  An iPad, several cameras, and an undisclosed amount of U.S. Currency, total value around $2,000, were reported missing.

 

Residential Burglary – On March 14th at 2:09PM, officers responded to a residence located in the 12800 block of Kingswell Dr in Woodbridge (22192) to investigate a burglary. The homeowner reported to police that the burglary occurred between 6:30AM and 8:30PM on March 13th. There were no signs of forced entry into the residence. Entry is believed to have been made through an unsecured sliding glass door.  No items were reported missing.

 

**ARRESTS**

 

Indecent Exposure – On March 15th at 6:36PM, officers responded to the parking lot of Kohl’s located at 13725 Foulgers Square in Woodbridge (22193) to investigate a report of an indecent exposure. The caller reported to police that an unknown man, later identified as the accused, was sitting in a vehicle near a store entrance. While sitting inside the vehicle, the man was seen exposing himself. Through the investigation, the same suspect was linked to a similar incident on another occasion. The man left the area prior to police arriving at the location. Officers were eventually able to locate the suspect in a nearby parking lot. Following the investigation, the accused was arrested without further incident.
